The European Commission is in the process of developing uniform carbon credit prices across countries, industries, and product categories as part of efforts to simplify the Carbon Border Adjustment Mechanism (CBAM). During a webinar hosted by Esade and Fundación Repsol, Commission representative Vicente Hurtado explained that the strategy involves analyzing reliable, transparent carbon pricing systems and establishing benchmark values for imported goods. This would allow the EU to consider each country’s progress on decarbonization while applying a fair carbon cost to imports. Generally, the CBAM charges importers according to the EU ETS price but deducts any verified carbon tax already paid in the country of origin.
This initiative is particularly complex due to the need to assign values across more than 700 Combined Nomenclature (CN) codes. The aim is to create a reference pricing model that can be applied when specific emissions data is lacking — especially for goods from nations without established carbon markets. By proposing a standardized and transparent methodology, the EU hopes to ensure fairness in the system, recognize third-country climate efforts, and support smoother implementation of CBAM requirements.
