Eurometal, the association representing European steel, pipe, and metal product distributors, recently met with the European Commission’s Taxation Department (DG TAXUD) to highlight the challenges steel importers and declarants are facing under the current Carbon Border Adjustment Mechanism (CBAM) rules. The group emphasized difficulties surrounding procedural implementation, disruptions to contractual agreements, and risks to supply chains. Eurometal also pointed out the pressing need to incorporate critical TARIC codes for steel into the CBAM framework, warning that their exclusion could result in carbon leakage and further weaken the competitiveness of European manufacturers. In response, the Commission acknowledged that technical revisions to the CBAM regulation are still underway, with updates expected by the close of 2025.
During a separate meeting with the European Commission’s Trade Department (DG TRADE), Eurometal voiced concern over the increasing influx of imported finished steel products, which are displacing domestically produced goods and impacting the entire European steel ecosystem—from logistics to processing. As part of its Steel and Metals Action Plan announced on March 19, the Commission intends to address carbon leakage risks more thoroughly, especially for CBAM-covered exports to non-EU countries. A broader review and legislative proposal are anticipated by the end of 2025, which would expand the mechanism’s reach to include more steel and aluminum derivatives and enhance measures against circumvention. Meanwhile, Italy, France, and Slovakia continue to urge the EU to streamline CBAM rules, suggesting the adoption of standardized emissions values to reduce compliance complexity for affected companies.
