released the official guidelines for importers seeking authorization as declarants under the Cross-Border Carbon Adjustment Mechanism (CBAM). To bring CBAM-covered goods into the EU customs territory, importers must submit an application for approval. The process will officially open on March 28, 2025, aligning with the rollout of the IT system that will manage the CBAM register. The system is expected to be fully operational by January 1, 2026. National authorities will oversee the approval process and are required to make a decision within 120 calendar days, provided that all necessary documents are submitted accurately and on time.
Applications for authorized declarant status will be processed electronically through the CBAM register. If additional details are required, authorities may extend the review period within reasonable limits. In cases where an application is denied, the importer will have the right to appeal the decision.
