CBAM Update: Importers Shift to Reporting Real Emission Data


As Q1 reporting period unfolds, it is becoming evident, that EU importers are getting ready to report their imported emissions for CBAM goods based on real values. We have seen a growing number of our clients turning in their emission data based on operator-supplied reports instead of reporting on EU provided default values.

This share of advanced clients is rapidly growing. We barely saw any reporting companies providing operator-supplied data in January when CBAM reporting was just introduced. Now, about 15% of our clients substitute still allowed default emissions with real ones.

Medium and large companies have higher readiness to provide real emissions data. They tend to have a dedicated taskforce, that engage with suppliers and solicit required emissions data via a Communication Template for Installations, recommended by the EC. Even though use of this template is not compulsory, most companies tend to stick to it as it provides common methodology and increases transparency.

At the same time, many Operators of CBAM goods producing installations in non-EU countries struggle with filling Communication Template for Installations. They complain that the EC has not provided an explicit methodology for compiling this template with no worked example and a step-by-step explanation of how to fill each tab.

We, at CBAM Reports, help Installation Operators to fill the Communication Template for Installations and provide their clients with most reliable emission data. Starting from July 1 of 2024, reporting based on emission default values will no longer be acceptable. So, EU-importers must prepare for this change in reporting methodology by requesting real emission data in the form of Communication Template for Installations from their non-EU partners.
