Montenegro Seeks CBAM Exemption

Avoiding the CBAM burden: plea for temporary relief

At the 22nd ministerial meeting of the Energy Community Council in Vienna, Minister of Energy Saša Mujović formally requested that Montenegro be exempted from the application of the Carbon Border Adjustment Mechanism (CBAM) from January 1, 2026. CBAM poses a significant challenge to Montenegro's economy, particularly its reliance on coal-fired power generation.

Minister Mujović emphasized the ongoing efforts to integrate Montenegro into the European energy market, including the implementation of key legislation related to renewable energy sources and energy efficiency. He argued that exempting Montenegro from CBAM until its successful integration is crucial to avoid a severe economic burden on the country. Furthermore, he requested increased financial support from the EU and facilitated access to markets for renewable energy certificates to accelerate the country's energy transition.
