EU Supports Indian MSMEs Amid CBAM Challenges

The European Union has committed to assisting Indian Micro, Small, and Medium Enterprises (MSMEs) in navigating the complexities of its Carbon Border Adjustment Mechanism (CBAM) by funding decarbonization technologies. The CBAM regulations, which will take effect in 2026, impose levies on carbon-intensive goods like steel, cement, and aluminum, creating compliance challenges for Indian exporters. This initiative is viewed as a goodwill gesture to ease trade tensions between the EU and India while Free Trade Agreement (FTA) negotiations are ongoing. Indian officials, however, have raised concerns that the CBAM contradicts equitable technology transfer principles and unfairly burdens developing nations.

Under the EU-India Policy Dialogue Support Facility (PDSF), the EU has introduced three projects to aid Indian MSMEs in complying with CBAM regulations. These projects focus on CBAM compliance, sustainability reporting, and adherence to EU product design standards. By funding green technologies and providing capacity-building initiatives, the EU aims to reduce the financial and technical strain on Indian exporters. The support aligns with India’s Raising and Accelerating MSME Performance (RAMP) scheme, which emphasizes the need for technology adoption and emissions monitoring. However, the question of exemptions for MSMEs remains unresolved, and further discussions under the FTA framework will determine the extent of concessions.
