India has recently established a committee to assess and refine the monitoring, reporting, and verification (MRV) practices used to evaluate carbon emissions, in light of the European Union's Carbon Border Adjustment Mechanism (CBAM), according to a report from the Economic Times. The committee, which includes representatives from key sectors like commerce, steel, and power, will review the CBAM requirements and address any potential challenges posed by the mechanism. This move is part of a broader effort to align India's carbon reporting practices with international standards to protect its industries within the evolving global carbon regulatory framework.
The main objective of the committee is to develop a set of practical recommendations for India’s Bureau of Energy Efficiency. These recommendations will aim to close the gaps in current MRV methods and adapt them to CBAM standards, helping to mitigate any economic impacts on India’s industries.
Indian officials have voiced strong objections to CBAM, with Finance Minister Nirmala Sitharaman characterizing the policy as “unilateral” and potentially damaging to India’s green growth initiatives. CBAM’s complexity presents significant challenges, especially for Indian MSMEs (micro, small, and medium enterprises), which often lack the capacity for extensive emissions reporting and data management. According to Aparna Sharma from the Council on Energy, Environment, and Water (CEEW), there is a pressing need to build infrastructure and train Indian businesses to navigate CBAM’s stringent MRV processes.
